THE MASTER

I am the Master, and you will obey me.

ALIASES: Harold Saxon, Koschei, various others.

RACE: Time Lord/Gallifreyan

Brilliant, narcissistic, egotistical, and sadistic -- traits that follow the Master through all his regenerations. He is hypnotic, and it's not entirely because of his physic abilities; there's a charm about the Master that draws people in, at least until they realize the kind of man he is. He enjoys manipulation and torture. His desire is to be, as his name says, "Master of all things". He is proud, vain and obsessive; and, especially in this regeneration, quite insane. This regeneration also tends to be energetic and cheerful, especially when causing others pain.
THE PAST

MASTER: I like it when you use my name.
DOCTOR: You chose it. Psychiatrist’s field day.

History
Once there was a boy. His name -- well, it's important, but he's not very likely to tell you what it is. He lived on a planet called Gallifrey, and when he was eight, they took him away from his family to look into the Time Vortex. It made him a little insane, though it didn't show much then. He attended the Academy and started using the nickname Koschei. He made friends with another student, Theta Sigma. Actually, he made a lot of friends -- charming people will do that, even in Time Lord society -- but none of them quite as close as Theta. He used up his first two regenerations before he even left the Academy, but he got through it and graduated with high marks. Koschei chose the name the Master, got his TARDIS, and left Gallifrey quite happily.
The Master traveled around the universe, mostly hoping to rule them. He ran into Theta -- now calling himself the Doctor -- quite often. Except they weren't friends anymore. Another thing he's not likely to tell you about. But fighting the Doctor across the universe ended up being sort of a hobby. The Master managed to get a handful of smaller planets under his control, but nothing worth noting stayed his for long. He burned through his twelve regenerations like tissue paper and ended up a walking, talking corpse for a while. Stole a body, died, got another body, died again.
That would have been it, except then came the Time War. The Time Lords brought him back to be their perfect soldier. They implanted him with the desire to wage war, fueled by his desire to rule. The need for war manifested in the sound of drums, always the same rhythm, inside his head. They washed over his memories as well, blurring some of his past. The once-unbalanced Master went over the edge into complete insanity, but he was still brilliant, so it suited their purposes. He fought for three years -- barely a blink of an eye to a Time Lord -- before the Dalek Emperer took control of the Cruciform. Mortally wounded in battle and scared out of his mind, the Master stole a TARDIS and escaped to the end of the universe. He regenerated, used a Chameleon Arch to make himself human, and became the kind Professor Yana. As Yana, he tried to get the last humans to Utopia, where things were supposed to be better, though he never quite managed it by himself. And that, again, would have been it, except the Doctor and his companions showed up. Martha Jones brought the watch containing his Time Lord identity to his attention. Yana opened the watch, and the Master returned, one of the only two Time Lords left in existence after the Time War. He killed someone, got himself shot, regenerated again, and stole the Doctor's TARDIS, though he ended up limited to the end of the universe and Britian in the early twenty-first century. He made a cover identity as a politician, Harold Saxon; got married to a woman named Lucy; developed a psychic field that made the world love him; and ended up Prime Minister. He claimed to be making first contact with aliens, really the humans who found Utopia was a false promise and ended up childlike in little metal spheres, and used the future human race -- under the name the Tocolofane -- and a Paradox Machine to conquer the world, ruling from a spaceship above Britain. He kept the Doctor as a pet and the undying Jack Harkness as a plaything, though the Doctor's other companion, Martha Jones, escaped to walk the world and try to defeat him. Not that he worried about that. One night, a desperate woman told him where Martha Jones was. The Master left the Valiant to collect her, and prepared for his triumph. Only it wasn't. The Doctor put his plan into action, and the Master was left to be his prisoner, the year he ruled forgotten by anyone not on the Valiant. And as if that wasn't humiliating enough, his own wife shot him. In the end, the Master chose not to regenerate, and there it ended, once more.
THE OTHERS

Sorry, I have this effect. People just get obsessed. Is it the smile?
Is it the aftershave? Is it the capacity to laugh at myself? I don’t know. It’s crazy!

The Master doesn't have a lot of long-term allies. He has servants, people he's scared into some sort of loyalty. And he has the lovely Lucy, his wife, though even her loyalty wavers in the end. However, he's incredibly charming, and he can make an ally out of a stranger without much trouble most of the time.

Mostly, though, he has enemies. Those he's good at making. Most, if not all, of the Time Lords when they were alive. Anyone who's traveled with the Doctor, on principle. Most of the people on Earth, until they forgot about the year he ruled them.

And then, of course, there's the Doctor, though that's a little more complicated than straight-out enemies. They were friends at once, and even now, he's the one person the Master would rather not kill. Crush his spirit and control him completely, but not kill him. It's possible the Master has an obsession with the Doctor, but mention that to him and he won't hesitate to kill you.
